I'm renting a place that doesn't have cable internet available but there is a phone line going through (coach house). It is a new development that just completed a few months ago so I thought I could go with my existing service provider Teksavvy through DSL. After calling them they were pretty sure the service is not available in my area and decided to call Bell and verify. They confirmed that they don't service that area...If it's not a Bell line I'm assuming its a Rogers line? Is DSL even available through a Rogers lines, if so which internet service provider will work with a Rogers DSL? Velcom? Distributel? Acanac?

DSL infrastructure is maintained by Bell Canada, whilst cable infrastructure is maintained by Rogers. They both can provide you internet service, meaning you can ask for the cable internet service from Tech Savvy, it would work just the same.

As mentioned some new developments have their own third-party phone/cable infrastructure in order to lock out competition like Bhell and Robbers. In this case you're stuck with whoever supplies Internet service in your development. (I know, it sucks.)
Have you asked your landlord who the carrier is and how to get in touch with them? Have you asked your neighbours? If your Internet usage is light and/or your rental period is temporary perhaps a neighbour can give you access to their WiFi router.

I recommend checking out Canadianisp.ca (http://www.canadianisp.ca/) to find out what your alternatives are...
I was once in a similar situation to you, and found a small DSL company (Lightspeed.ca) that provided DSL service over Telus' infrastructure for a better rate. ;)
