Can anyone suggest reliable mechanics to get car safety certification and emission test? Preferably around North York area. What's the average price?
From other threads, some suggest to avoid CT and BAS.
Anyone heard of Best Motoring Auto Service?

Just had mine done yesterday at bayview and john area. It was 60 for safety and 40 for emission. Pm if u want their contact.

Stupid question - when would someone need a safety certification? Is this just when buying/selling a car? Or is it required for license plate sticker renewal at some point?

I think its just for buying/selling a car that it gets safety and e tested.
And go to your automobile dealer! As much as they are crooks, the local mechanic isn't the professional suited for everything. Case and pt, my Accord had a CHECK engine light on. The local mechanic's system couldnt find anything and just reset it. A week later when I'm on the way to the Honda Dealer for an oil change, the light comes on, and it happens to be an issue with actual emissions system, there was a leak or something somewhere.... I wasted money on the mechanic to reset the alarm, when there was actually a problem with my car.
The only reason I can see why people are asking for places to get emission testing is so they can get it written off as "passable" when really its not. There are many junkers on the road that just pollute the air, and when it comes through your vents you wonder "how the f did that pass emissions tests?"
