I just recently upgraded firmware on Rogers Samsung Galaxy S2 LTE I727R with Samsung Rogers ICS through Kies which made my phone slow with some other
issues.
Does anyone here knows how to Install the official Samsung ICS for this phone? or even how to go back to GingerBread.

I find it slower as well. Since then, I upgrade my phone to Galaxy S3 and it solves the problem!

Does it come with ICS 4.0.4 or 4.1 (Jelly bean)?
If its the ICS then its strange since Canadian S3 and S2 LTE have very similar hardware, the S3 however has a higher resolution screen which should consume more CPU/GPU power.

What other issues did you experience. My phone freezes a lot and resets as if it restarts the os.

If you're willing to give custom roms a go, head over to xda and try some of the options available there. I have the same phone as you and I am currently on SkyICS Project Margarine ROM. Smooth as butter.
Stock ICS (Rogers) was ridiculously slow on my phone. Lots of freezing, sluggish response, lockscreen not unlocking, etc.
I believe there is also a thread over at xda that shows you how to go back to stock (gingerbread, if you really wanted to). Take a look (http://forum.xda-developers.com/forumdisplay.php?f=1383). It's in one of the stickies.

Slow response, screen going black on some apps such as gallery... here is how I fixed it at the end. I went back to gingerbread using odin and sammobile stock GB ROM, and then cleared everything (factory reset a few times) and then re-installed the ICS through kies. most of the issues are gone now. Difinatly try this before going custom rom. generally ICS is a bit slower than Ginger Bread but after a while you wont notice it.
