I am looking to get a voip provider (similar to freephoneline.ca), but I need a Halifax local number. (I know my profile says Vancouver, but I keep changing it and it keeps reverting for some reason.)
Anyone know of one?

Another +1 for voip.ms, they supply SIP which is essentially a global standard.
I'm not well versed in VoIP hardware, but I know some users on this forum are and have seen links to VoIP boxes for $50.
One end plugs into your router/internet connection, other end plugs into your regular phone.
If you have an Android phone, SIP functionality is built right into the operating system so you would receive phone calls like any other call. Otherwise, there are apps for most other smartphones.
Another + for SIP is that if you have multiple devices logged onto the same account (say your home phone and Android phone) they will both ring at the exact same time and stop when one is picked up.

Thanks for the replies! voip.ms sounds good to me. I have a couple of old Vonage boxes. Any chance I could use these? Or are they locked down somehow?

Chances are they are locked.... what model are they? try googling how to check if it's locked or not.

They're probably locked, but getting them professionally unlocked would be less than the cost of buying new equipment. Google for DogFace05 unlock.

I have been using Hosted services from my hosted VOIP provider The Real PBX (http://www.therealpbx.com/). I think they offer DID for Halifax as well. You can check out with their services.

Voip.ms can't port local Halifax numbers. So you'll have to get a new number, in case that's a problem for you.
