Does this job really cost low because I see some people working at 0.25$ an hour? is this legal?

I believe you are talking about "outsourcing the data entry project" to cheaper labor countries (China, India... etc), then probably yes but not in Canada.
Data entry jobs are like so easy, pretty much no skills required for the task other than typing and sitting in front of computer for 8 hrs a day and following the basic supply/deman equation, employers don't need to pay high wages to a data entry clerk to finish the job. There are lots of others who would do it getting much less paid.

Because for me I am not willing to work for 0.25$ and waste my time on that. and yes thats what I am talking about. How about in Canada how much do they pay to do that task?

Slightly above minimum wage, perhaps $12-14/hour.

$0.25 seems low to Canadian standards. But maybe it's enough to get by in developing countries.
Since the data entry job OP is talking about probably isn't based on Canada, it's hard to comment on if it's legal. In Canada, you have to pay minimum wage. Data entry jobs usually pay near minimum. Some of them will have a small bonus for productivity. It's slightly better than a fast food chain job imo but data entry is much more boring.

Try job agencies. It's one of the easiest job to land through an agency. You REALLY need to practice your numpad typing speed. If you're applying for these jobs through agencies, usually the agency will test you. It's easy because they mainly care about your ability to type fast and accurate.

I have tried some agencies, but it didnt work out, they have the position though but they are delaying it. I am good at fast typing. Its Ironic that i am an international student with a back home university degree and post graduate degree here, but i cant seem to get a decent part time job that would help me to survive here. All i am offered is General Labor jobs which i refuse to do.

I'm curious, why do you refuse to do "General Labour" jobs? I know I would rather install furniture or stock shelves than enter the contents of paper forms into a computer all day.

What's your wpm?
FYI, check monster/workopolis/the usual job hunting sites for data entry jobs, these kind of jobs are dime a dozen and they hire almost anyone (even better if you have a high wpm)

Yea that is a bit low, mine hovers around 100-110 (all words) but the job only needs simple data entry (numbers) so if he has any previous data entry experience (alot of student club positions have these type of positions) it should be okay

Try Typingtest.com and post your results here in there I am just 75words per minute, Its easy in that kind of test.
