Hey their so im new to building my own computer but from my learning I understand that their is no point in trying to buy a gaming computer i will find much more power for less if i build it myself.
So here is my question I am willing to spend up to 600> what i want is a computer I can play League of legends on with zero lag well at the same time streaming the game in medium quality>
so what kind of a set up am i looking at?
And where should i buy the parts?

Do you have an existing monitor (if so, what rez?), keyboard and mouse and a 64 bit operating system?

Assuming $600 budget includes taxes...here's one build (a GTX 560 Ti would be a really nice upgrade from 550 Ti...could save a few bucks by going with a 500 GB HDD)...OCZ ZS series 550 watt PS is also ~$40 (500 watt PS is typically recommended for GTX 560 Ti):

I was trying to get an i3-2120. It's like another $60 or so. What do you want to cut? $600 with or without taxes? Are you building it yourself.....otherwise, it's $50 for a company like NCIX to build it for you?
This is a revised build....PS and mobo are still a bit weak (some people don't like OCZ)....$665 plus $50 assembly/testing and taxes as applicable.

You can also use a Radeon HD 6870 or if you have the $$$, a HD 7850. On some games, nVidia cards like the GTX 560 Ti appear to be less jumpy than Radeon cards....not sure if this applies to LoL. You have supporters on both sides.

Pre-built PCs typically have weaker components than a DIY.....especially the power supply, mobo, etc. This specific model only has a 300 watt PS (likely a cheap brand at that). The CPU is fast...that's where all the $$ goes to. DIY builds hand picks each component...best features, best value, etc.
Pre-built PCs are sometimes cheap when they are refurbs (90 day warranty)...BB had a refurb PC (no monitor) for as cheap as $249 (slow AMD dual core CPU, but included Win7 Home Premium  ). Good for only Internet surfing and basic home type applications excluding gaming new games.

just to be clear, lag, in gaming terms is caused by a high ping to the server by you or some other person playing on the same server, and not how fast your computer is.

lag is the correct terminology if you are talking about in game stuttering where other users will a p pear .. you die. which is another problem, maybe yours or the server.
framerate ,quality(you specified medium) and resolution are what your probably talking about.

From a 1200 elo LoL player, the game doesn't require much to run. I'm using a CPU/mobo that's 5 years old including DDR2 RAM. Bought a 550ti for $100 solid 80+ fps on high on 1680x1050.
If you want the best speed for load times, grab a SSD although it doesn't really matter considering you can't start the game til everyone is loaded. If you plan on playing more graphically intense game, or streaming your games, you'll need a more powerful CPU/GPU
Also the above posters are right. Lag refers to how long it takes for your computer to talk to the server in milliseconds. If you're getting high ping on games, a new computer isn't going to help, it could be the connection inside your home (wired/wireless) or your ISP (cogeco/rogers) or someone is downloading things while you're gaming

it could be either, lag or poor computer performance
can you quote your current computer specs and try to find out a way to display the ping in your game. do the other team members have the problem?

That's your computer performance at fault. Although you may run LoL at a solid 30-60 fps, ***** doesn't hit the fan until you're in a team fight with loads of effects. To improve this, upgrade your video card or turn down your graphics settings
