I recently moved and can't seem to get it working in the new apartment. The Bell modem is downstairs which is feeding the Powerlink device (I tried a couple of sockets already) and this is where I am in the setup stage.

Are you getting the proper status light between the two powerline Ethernet adapters?

Yes I am. I tried the reset to make sure they are seeing each other with the encryption as well. I think the hump is on DHCP. I'm not getting assigned an IP address and when I do DHCP with manual IP, I get the Netowrk Settings light go green but then ISP is red.

Clone the MAC address of the device that worked with your bell modem to the power line adapter that is connected to the modem.

Did you try running the Belkin PC software utility for the adapters to find out if it can see both adapters, and what the connection data rate is between them?
Maybe your power sockets are on different power phases, and you're just not getting enough signal strength even though the light indicates a connection.

I suspect it's the latter. It's an old building whereas my previous location was a house and the sockets pretty much ran the same circuits.. I know because I've had the power trip many a times.
Anyway, I'm really disappointed I'm not able to get it working. The signal is pretty strong, I'm getting the max. 6Mbit more or less but it's other stuff like home streaming that may suffer. Guess I'll just set up some more routers as bridges.
Thanks for your replies.
