credit card minimum purchase amount

Some stores require a minimum purchase amount to let you pay with a credit card. I have conflicting information about this subject. does it depend on the credit card company or the store? Is it allowed/legal? I understand that it's because credit card companies charge a percent of the transaction in exchange for guaranteeing payment.

I retailer must pay a percentage of a sale to the credit card company, so to minimize their costs they create a minimum so customers are not inclinded to use their credit card for a $1.00 purchase.
