I have read many post about good Rogers plans but most of the time you need to have a current contract and then go to customer retention service.
I am moving to Canada soon and I would like to know what is the best thing to do to get a reasonably priced plan with Rogers given that I have no contract with them at the moment.

All you can really do is wait for promotions. They always have new customer promos.

So only keep looking on their website I guess ? Or should I be calling them regularly?

Current in market plans are the best you'll likely get as a new customer.

Wait for RFD threads explaining new Rogers promotion and read the post If It's worthwhile activating for!
Do note that there are other alternatives other then Rogers.

Heard some people saying Rogers are now not allowing retention plans to be transferred.
Can anyone confirm this?

It's difficult to get a good plan from Rogers now. Best is to go with a different carrier.
