New all-season/summer should have around 10/32
Legal limit is 2/32
Most will recommend 4/32

2/32 is legal limit but you will start losing traction in the rain when it's about 4/32.

They're in the business to sell tires but it's still good information.

There is a wear indicator on the main tread. That is around 2mm left.
When the tire contacting surface reaches that 2mm wear indicator, you should replace the tires.
This is for the summer.

For winter usage, some tires have winter tires indicator...that is usually around the 4-5mm mark.

Yup. The upside of a balding tire is less rolling resistance which equals to better fuel efficiency. :D
