Hi i have 10k in my rbc savings account, can i transfer that money to td without getting charged so i can purchase eseries funds. How do i go abouts transferring the money?

When opening the eSeries account you mail in a void cheque and your chequing account is linked to the eSeries account. When you buy funds on the eSeries website the money is automatically withdrawn from your chequing account.
You'll be charged whatever your chequing account normally charges for an automated withdrawal.
