Hello, I was looking for some advice if there's anything I can do, or am I just stuck?!

I made an order on the May 15th for an item I needed before I left for army training mid June. The end of may came and the item hasn't arrived yet (it's being shipped from Nova Scotia). I keep e-mailing asking where my product was (I sent him about 5 e-mails in the span of 2 weeks asking for the tracking number, all of which were ignored).

Since he cut contact with me, I called my credit card company to get my money back. We did the whole wait 30 day thing and all that.

When I got back from training in mid July, I sent a complaint to the BBB. He finally responded through the BBB, and said I received the item (He sent it when I made the BBB complaint). I responded back to him asking if he was going to charge me, or does he want me to send it back. This is two months after I made the order! No response again, this time for 12 days.

Fast forward to last night, I received an e-mail saying I will be charged for the item. The thing is, it's been 2 months and I don't need it anymore. I already bought one because I couldn't get this one in the first place.

I called my credit card company (VISA), and the resolutions department said there's nothing they can if he charges me and I have the item. They said I have to speak to him myself to return it. The thing is, I don't have a good feeling about it because he ignored me before, and then sends the item after I sent a complaint to the BBB, and now expects me to pay for it.

If you're wondering why I accepted the item in the first place, he sent it to the wrong address (The billing address instead of the shipping address), and it was my aunt who took the package, not me.

I also find it weird that throughout the whole ordeal, he was never able to supply me my tracking number. I've haven't even been able to see the item first hand yet.

call you visa company to block any future charge from that company.

The tracking number is not that important as he might chose the regular shipping which has no tracking.

I am allowed to just do that? Do you know the consequences of doing this? Will he send me to a collections or anything? All I really want to do is send the item back and not get charged, but I have to have him agree. I will try to call them and do that then.

Also, do you know why the lady in the resolutions department was not so helpful? She basically said I have to talk to him, but he doesn't even respond to my e-mails.

If the seller isn't cooperative you should charge back and declare it a scam. The seller was obviously trying to scam you but contacting the BBB and other alternative means got the seller and so he/she replied. If it's not a scam just block the charge and forget about this seller. It's ridiculous how some sellers never reply to you. Don't get yourself mad.
