at least a quad core i5 - 8GB ram - and the highest vram that can fit in your budget (2GB minimum for modded skyrim at 1080p, even then, high mods will kill 2GB). Something like This ;)
The Biggest LIE I tell myself, I don't need to write that down, I'll remember it.

i5, K series intel chips are generally suggested as intel has better single core performance, so a 4670k is good for 250$. Or you can get an i5 2400 or similar chip for probably 100-150$ off the classifieds, any i5 will work as long as its quad core.

A Z87 motherboard is around 100$.

8gb of Ram is 80$.

1tb hard drive, 70$.

Power supply, a 700w Thermaltake TR2 is currently 50$ on newegg.

Case, a Coolermaster 912 Haf is 60$.

Then the rest goes into your graphics card, which gives you about 300$ to work with. I would choose an R9 280X. The 280x has more vram and is better value than Nvidia, and if you decide to crossfire it down the road having only 2gb of vram could become a bottleneck, it doesnt double your vram so you will be stuck with 2gb.
