I used to have a program a long time ago that allowed me to suspend (S3) a pc over a LAN. I can't find it anymore, anyone know of one?

PowerOff (http://users.pandora.be/jbosman/applications.html) should do what you want. However, it's a little old, and hasn't been updated in some time.
