I'm not sure if it's a genetic thing, but how do you treat or get rid of dry flaky hard skin on your heel?

What I do is soak my feet, then I use a foot file on the rough areas and moisturize afterwards. You can get a foot file almost anywhere ... Shopper's, The Body Shop etc. If your feet are really dry, you can put some moisturizing lotion on before you go to bed and then put socks on while you sleep.

A little bit of lemon juice works as well. Just slice a lemon in half and massage your feet with one of the halves.

Sometimes when I visit my parents I see my mom getting a pair of scissors out and chopping off the skin from the bottom of her foot.
I know it's not helpful, but I thought I would share :)

see a chiropodist.
when my wife was pregnant, her feet soles got 'scraped' every once in a while. she said it was the best thing.
they basically take a blade and excise a layer or what looks like a layer of dead skin.

unfortunately it may not last very long depending on how bad the skin condition is. but it is the best feeling right after they're done...very smooth footsies.

my mom has very cracked and dry fingers in the winter very similar to my cracked and dry heels because of lots of jogging. The doctor told her to use Vit E cream on the finger and put a small plastic bag on the finger held on with a band aid when she goes to sleep at night so the cream does not come off until morning.

i do my own pedicure instead of getting it done at a salon.
i watched a show on the unsanitary problems at some salons where they re-use footfiles or use metal footfiles which they shouldn't since it can transfer bacteria between clients and cause disease.
for heels, i use a pumice stone when in the shower (so your heel is soaked first) and at night, i like avon's heel cream.
you can check out the dr. scholl's products - they have pumice stone and i think heel creams too.
