The warhammer 40k "Dawn of War" RTS is really good, and it seems to have been mostly overlooked.. Great addon with Winter assault, and you can get both for $30 at futureshop! Deal!

There's a big difference between Strategy and Real-Time Strategy (RTS). For the best strategy games I would include;
-Civilization (3 or 4)
-Hearts of Iron
-Europa Universalis
-Victoria
-Galactic Civilizations 2
-Panzer General
For RTS I would have
-Red Alert 1 & 2
-Command and Conquer Generals / Zero Hour
-Star Craft
-Age of Empires (1/2/3)
-Rise of Nations
-Empire Earth

Rome: Total War is hand's down the best I've played - and I've played all the ones already mentioned ;)
You really feel like a participant in truly epic battles. Plus you have a turn based strategy component that is quite deep and satisfying. One of the few games I go back to repeatedly.

Dune 2 - the original RTS game is still probably the best
Rome: Total war is a good game too, there are mods available for new units etc. And you don't have to play the tactical battles if you don't want to, you can just skip them (though you can often do better if you direct the troops yourself).

For real-time strategy, nothing tops WarCraft III (and the expansion). Deep, balanced but diverse, and strong developer/community support even years after its release.
Also really affordable, http://www.redflagdeals.com/forums/images/icons/icon14.gifhttp://www.redflagdeals.com/forums/images/icons/icon14.gif from me.

on par with warcraft3, which is something amazing for a non-blizzard company to achieve
starcraft is still king though minus the graphics

ROME TOTAL WAR IS AWESOME!
There's just some things that make it uncool.
Like when you change the unit size to maximum, so you try to cram in tons of dudes into one entrace of a town, they all get crammed, you end up dying. If you compared it to small, you can get all your guys in FAST! The entrace gates of buildings dont change in size.
Also, say you have 3 armies of max units(24?) and you corner 1 enemy onto the battle field. Why can't u control 3 armies at once? Why is it, one shows up probrably after if your ppl die, or they dont show up at all.
Also, the AI on the battle field, can get somewhat easy and repetitive(if u got a good army)....well sorta, I mean, you can corner the enemy and make it so they have to stand there and accept inncoming attacks from arrows, and ballistas and they end up dying and fleeing soon after.

those things piss me off.
that's why after the cool factor of the game cools down I'd rather play Civ4/Warlords.

Panzer General. I know it's like 10 years old but yes it's one of the best turn-based strategy games ever. The Italian army units were such a joke to have as your "allies". So I'll go some of the others on your turn-based RTS list and check them out. Thanks.
I agree on the RTS picks.
I'll add
Sid Meier's Gettysburg! (internet play, standalone is too easy)

whomever said x-com, awesome game. Terror from the deep was so good, and hard. I gotta say to go with risk(lol) if you want a good "strategy" game but anywho rise of legends is great for an rts. Anyone remember outpost v1.5?

I only know SimCity; it's a pity that they cannot go beyond Rush Hour and integrate real Sims into the city. Perhaps I could only fulfill that in my Second Life. ;)

One more suggestion: Europa Universalis II is a brilliant strategy game. It's as good as the first one but has more campaign options and a longer main campaign. Fantasy General is also a lot of fun when I'm feeling nostalgic.

Dam lol. Another WC2 player. The game was so much fun to play (Free Castles/BGH/8v2 Comp stomps.) and had me hooked for like a year.
Anyhow, I'd say Civ.4, R:TW, and RoN. C&C:Generals series online and AoE 3 are pretty fun RTS.

Fantasy General is a good one, though i find luck can be more of a factor than the other parts in the series. I like the concept though.
Too bad star general and pacific general were flops

I just played the whole campaign of Rise of Legends ... I really enjoyed it
Multiplayer was a bit of a pain though ... took a while to set up (had to change a lot of settings on my router and firewall) and there weren't a lot of people online ...
If single player is what you're after though, I really enjoyed it

- the Civilization series (can't remember which one is the "best" although the most recent one was pretty damn good)
- Galactic Civilizations 1 and 2
- X-Com (the first one)
yes, they're all turn-based.
i'm sure one of the HoMM games can get an honourable mention though.
