Why is Rogers stalking me?

This past summer, I'd say atleast once or twice a week, a Rogers Van would just park across our house, that's all. There is a man sitting in the truck, nothing else, sometimes eating or reading a newspaper. One time there were 3 vans, but 2 were empty instead. What the hell are they doing? I do have my apparatii visible from the front of the house, are they documenting some sort of evidence which they will later use to get me sued? And it just happened the other day, yesterday.
