what OS? Windows 2000 or Windows XP ?
Try going to Start - Settings - Control Panel - Administrative Tools - Computer Management - Disk Management and take a look there.
Maybe just Windows Error Checking on the disk as well.

If you are using SATA-II drives, there is a jumper you have to remove in order to run at SATA-II mode... (but seriously, I can't tell much difference, cuz it is still limited by the media read speed which is way below even SATA spec)

As other posters have said, we need more information.
Keep in mind that speed is relative to the user. I have a new computer (C2D E6600) and when I see the bar on the Windows XP loading screen go by more than 6 times, I lose it :P (4 or less is ideal for me..but only happened when I first formatted..now there's too much crap that has to load before booting to windows).

check to see if the jumper is set correctly (ie. Master, Slave, CS, etc)

Have even established it's a sata drive? Perhaps its an IDE, perhaps it's a real slow IDE.
What kind of hard drive is it?

Try another cable.
In the absence of other useful info, this is the advice I would give. I had the same situation with a new SATA drive, and horrible speed. There is a thread on it here somewhere, but in the end, it was just a bad cable.

Where is it being slow?
At the 'loading Windows XP' screen? After you login and before explorer loads?
Even before you get to the loading Windows XP screen, ie: BIOS?
