What are my options in upgrading this PC to something more faster to be able to run vista, and office 2007? I'll like to upgrade the graphics/video card to something with HD TV out with DVI

You can use Vista quite easily - all you need is a new video card. Luckily that model has a free AGP slot, and there are plenty of AGP video cards with DX9 and HDTV-out. Geforce 6600, 7300, 7600 series, Radeon 16xx series. You should also look into get more RAM as 512MB is considered minimum. As for your CPU, you don't need to upgrade it to run Vista. Plus you really can't upgrade it anyway without overhauling your system as the AMD XP line ended at XP3200+ and you have a XP3000+.
