I was driving into the underground parking at work in a business building. Passing the garage door comes a 'T' shape way. After I got to the end I saw a car at my right side. The drive way is very narrow and impossible for both car turn in a normal way. Both of us stopped.
I thought since I was making a left turn, which has more space than his right turn to maneuver. So I try to turn my car, but unable to make the enough space to go through after a few times back and forth. In the whole process, this 50 old something white guy sit in his car, shaking his head. So I suggest him to move back l little bit. In my surprise, he refused to move his car back and said, I should back my car at first and let him turn right since I was trying to get in and he was getting out. All though I'm a little pissed off, but still trying to make peace so I said to him,” I’m sorry but I thought I could let you out". Then, he shook his head, turned to the gap of pole, which happened no car parking there, and drove out, instead of moving back his car, in a snobbish way.
I wonder who has the right of way in this case.

You should have got out of your car and stole the hubcap off his Buick. That would've learned him.

The question is did both of you stop at the same time? If so, then he had the right of the right way because he is to your right and you both stopped at the same time.

Left turners almost never have the right of way (no pun intended).

Unless they stopped at the stop sign first.

I would have to say he had the right of way. just because you're an idiot and you dont know how to use your car.
reversing and trying to turn forward is so stupid, with all that effort you should have just let him go first.
no need to get angry at stuff like this. :D

I'm going to venture a guess your driving is probably as bad as your grammar and you were in the wrong.

None of us could turn without moving back in that narraw way of underground parking. My intention was to move forward and see if there is enough space for him to turn. That might be my mistake.

The rule should be, whoever has the smaller easier to maneuver car should go first.

If it's close and there are no witnesses, it's the left turner who's going to be at fault if there is a collision. On any left hand turn - discretion is the better part of valour.

I can parallel park my intrepid easier than my friends can park their civics. I can manouver through parking garages easier too. Who gets to go first then? The dumbass scraping the side of their honda fit down the side of the parking garage wall or the person who can actually drive?

after a few times back and forth
Small thing rasbu.
After the first attemp to go back and forth you could have backed up to let the other guy to pass.
I usually would wait couple of seconds and if the other side don't back up then I would back up.
It is very difficult to determine who has the right of way and it really doesn't matter. No authority would be interested to determine who has the right of way or handle this kind of dispute.
Your english is not bad at all just keep working on it. Try to make shorter paragraph next time to make it easier to read.

You know, it's amazing how many people don't know who has right-of-way in different scenarios. I mean, it's on the bloody driving test book yet people never think to refer to it.
Pop quiz anyone, who's got right-of-way on a European traffic circle? (aka roundabout)

I'm curious why you paid attention to the other driver in the first place, since all your attention should have been focused on making your turn.

At our office, we're in the same boat, you take the ramp underground only to come to a 'T' - where the the people exiting the P2 - access only parking - come turning out, or if you turn right, it's possible someone can be leaving from that side. I always assume the other person can't see me, and if nobody is behind me, I backup and wait. After they turn, I feel more comfortable going in. I fully trust my driving skills and the other drivers, but there are giant cement poles supporting the building, so I just assume they haven't seen me. Better to be safe than to be sorry, it's only an extra 20 seconds anyways - besides you always (well almost always) get a wave and a smile/thank you as they pass.

It's hard to picture your situation. But could a mirror help somewhere? Someone should suggest to building management to put one in.

Unfortunately, behind the 'T' is all just open parking space, so no where to mount it. It's hard to describe, but hopefully this helps

ramp
Section 1 is behind one of those wooden arm gates and is just wide enough for 1 large car (van or truck), 2 is a little wider spacing, can fit 2 cars, but barely, same with the area for the ramp (2 cars).
the area from the '1' to the 'C' is just one big cement wall, (in this picture) above the 1,C,2 is all parking and I believe there are 4 or 5 spots you can turn left or right into after you go down the ramp. There are cement poles, probably 2-3' in diameter every 2 car parking spots once you get down the ramp, so between the angles and the cement wall, it's just one big giant blind spot for everyone. I always check my left side when I go down the ramp in case I see something moving towards the gate because the driver may not be able to see me until they are farther out. Because the wall is cement and because of the poles, the people tend to make very wide turns (especially considering the space).
Mirrors aren't very useful, I happen to be CBC (chinese born canadian) but I'd have to say that I'm not too impressed with the asian drivers in Scarborough/Markham. The ramp to P2 has mirrors and if I don't stop (top or bottom) it seems that nobody will if cars are coming from the other way. Several times I have had to backup so cars can drive in the middle of the ramp as opposed to using the mirrors and driving closer to the walls. I hate to say it, but many chinese drivers suck, not all, but we always remember the bad ones.
Edit: Darn - the image didn't come out. Think of it looking like this

There is no "right of way" on private property.
Its upto you to decide what is curtious and who has the better chance of getting out.
ppl these days can't drive, I try to stay away from them.

Well, in Europe the car that is already in the circle has the right-of-way :) Here, I've never seen a traffic circle (at least where I drive in Toronto and GTA)

They have a couple up near Ottawa and some down near Niagra Falls. From what I hear the original QEW used to have roundabouts on it down on the penisuala.

There's about 8 that I know of in KW. They are starting to become the norm here.

Yep well when used properly they can be quite effective in traffic management. The problem is that most people here aren't used to them and don't really know what to do when they approach them. The only place I've been where they are used in high traffic is Saigon, and let me tell you they do quite a good job of handling a very large volume of traffic at intersections that involve more than 2 streets. Anyhow, I think this is starting to get away from the thread topic as I don't think too many parking garages are going to use roundabouts :)

Nope I don't think so....its who ever is already in the circle has the right of way. The great thing about large roundabouts overseas is that, they are so large you can usually merge without every stopping. You may have to slow down....but usually there is enough space to merge even with a large traffic volume. Think about how much useless idling that saves.

There is at least one opposite round-about in Canada (where those entering have the right of way).
It is located in Manitouwadge, Ontario.
(there's a bit of totally useless trivia for you)
