Have a drill few holes from the previous owner who moved his garden hose reel to different locations - what is good to fill in these holes?

A caulking gun and some silicone, or something else?

You got it. Caulking is your best bet!!!!

If appearance matters, you can always get some mortar mix (even color mix to match the original color) and patch up the hole instead of caulking.

If you have extensive damage (beyond a few holes) where the mortar is falling off in many areas, you may need to call in a professional for tuck pointing/repointing services.
