I get charged on customs and tax everytime items come from US but none from Hong Kong so far. I want to purchase 4 X window ventilated visors from a hong kong seller, do you think I will be charged?

Just tell him to mark it as a gift with a low value.
Even if it's not, you still might not get charged. Just last week I got a package from the US marked as a non-gift $70 ebay radio, and that was fine. Actually, I've never been charged before for any packages...
