I currently am renting, and using a rogers HD box. If i purchase an 8300 PVR, do i just plug it in? or does rogers need to activate it.
Does rogers hassle you for buying it elsewhere?

If you buy it from them and you keep the same box then ya, its just a billing issue. If you buy a new one, then yes it will need to be activated.
And I'm pretty sure the prices are the same everywhere, so its not a big deal. Try the 2 years free first in the Hot Deals section, its worth the time. Or you can ask can I buy it and be put on a contract for a year or something like that to get a better deal

Can I use a Scientific Atlantic 8300HD? or does it HAVE to be Rogers branded?

I dont think it has to be branded, but I'd call to make sure. But Rogers uses SA's so it *should* be fine

if you are planning to purchase a used Rogers PVR, you need one that is registered with rogers and the account that it is coming from is in good standing (no outstanding balance). if you get one from a retailer all you need to do it get the serial number added to your cable account. the current model is sa 8300

As far as the 2-3 repair guys I've spoken too that have came to my place they insist that if your going to go pvr rent it as there is no way of taking bought units somewhere to be serviced they said.

This is NOT correct. It HAS to be Rogers branded. Non-Rogers terminals will not be authorized and will not work.
