To get the pass:
Stop by the Vancouver East Cultural Centre (Victoria and Venables) and ask the box office for it. The pass itself is free.

To Use:
Show up on the night/day of the show, box office opens one hour before show time. Even if tickets are sold out, there are always 10 tickets reserved for Youth Pass holders, so if you're in the first 10, you'll get in for sure.

Should be no problem since most of the time, they aren't sold out (lots of seating available), but I think if they go beyond the 10, you have to wait right until show time to get the ticket because paying customers are priority.
