For someone who doesn't have fishing rod. Dollarama has $1 fishing rod with reel, line & hook. Ready go fishing for $1. Why not?
It's made of natural bamboo. Looks like it's a Trout fishing rod but I believe you can use it with any small fish as well.
For someone in Ottawa, the Dollarama in Kanata has many these rods in stock. It's besides the window and very easy to find.

I bought some just to use as poles to hang bird feeders and such from in the winter.
I don't think they would be very useful as real rods.

Cost does not always equal quality, but hey buy 2 and test one out for dangerousness if your worried.

i cant imagine noodling that big of a cat fish
