Looking for Pentium 4 Desktop Tower PC ($150)

I'm willing to spend $150 for a desktop TOWER PC. The computer must have the following essential requirements:

Pentium 4 running @ 2.4ghz or higher
40gb space (negotiable)
512mb (or more) RAM memory

- should have Windows XP already installed and running
- should work smoothly and flawlessly
- should not make any loud noise from inside (cpu unit)

I should be able to test it out before buying (if it's used or refurbished)
