I have a Canon XSi and was thinking about getting a new 70-200mm f4. Then I found a very good deal of the used subject lens but I'm wondering if that lens is a waste on the XSi as I'm not planning to change my camera in the near future.

a Good Lens is always a good investment.
btw, is it F/4 as you stated in your post or f/2.8 as the subject says? (I'm not a Canon shooter)

I was thinking about getting a brand new f4, but a used f2.8 is available at a reasonable price right now. That's where I had my struggle. another thing is that there are always risks getting a used lens, even though the lens is only one month old, and I believe the warranty is still available.

Canon will warranty it for up to a year. I don't think they are as anal as Nikon when it comes to warranty though, I think as long as you have the receipt

If you have the receipt, just show it to Canon and they will still honor the warranty, they're really good about that sort of thing. It won't be a waste on the XSi, although it may look kind of funny / mismatched... but that's aesthetic, and even an issue if you got f/4. 2.8 is amazing, I really enjoy using it- very sharp and worth it, especially for indoor events.

I used my 70-200mm f4 on my XT before jumping to the 40D, and loved it.
had the grip on my XTI so it helped balance it out :)

i had the 70-200 2.8 IS on my old XTi
if you can afford it, i'd say go for it. glass makes a lot more difference than a body does.
just be warned that it is really heavy. if you'll be using it as a walk around lens, i'd suggest the f4 over the 2.8

if you already have the 70-200 f/4 non is and are thinking the 2.8 is as a upgrade then its great, optically wise the f/4 is supposed to be a bit better, I had the f/4 version and sold it, but regret it, as I personally think that the f/4 is would be the ideal walk around for my new 5d mark II... I got the 2.8 is version but as others say, its a great lens but isn't very fun to haul around all day.. although if you want an upper body workout it'd be great for that.
Also look at lenses as much better investments than body's, who cares what camera its mounted on you can always change/upgrade that. But you are buying a very versatile lens as is.

I had the f4 IS version. Very sharp lens, and it was my favourite lens in my bag. I never owned a tripod, and used this lens hand held at all times.
Only get the 2.8 version if you need the extra stop.
