You might want to consider true FTA (Free to Air) as lots of Arabic programming is available on it. Here is a list of channels which I obtained from a FTA site, along with some explanation of what is required to receive true FTA-
No Service Fee, No Contract, No Credit Check, No Down Time, TRUE FTA! channels you will NEVER lose 100% unencrypted YOUR FTA RECEIVER CAN BE USED FOR THIS IT IS WHAT THEY WHERE MADE FOR!!!
To capture these satellite channels you need a 30inch satellite dish with a linear lnb and there is NO service fee or monthly cost. These channels are 100% free other then the hardware dish receiver 1 time cost.
The number to the left of the channel is the SATELLITE, so if you wanted to get these channels you would need to aim a 30inch or bigger dish at the satellite to the left such as 93w 97w and so on. a DN satellite dish will not work.

Since most of the Arabic channels are available on IA5 (97W) satellite, a stationary system will be sufficient to view these channels. A motorized system is required if you want to view channels on different satellites.
I don't know which sats you can receive in Ottawa but I believe you can receive IA5 (97W) which is probably your best bet.
I'm sure you could arrange for installation by asking at any store that specializes in FTA satellite equipment. As true FTA is perfectly legal, I don't believe it would be too difficult to find somebody to set up a system for you.
It's actually not that difficult to set up a system yourself. There's lots of resources on the internet where you can get all the information you need. If you do the setup yourself, you're going understand the system much better and you will be able to do any ongoing maintenance yourself without hiring somebody to do it for you.
