The Operator Card is currently having a sale on the application for the pleasurecraft operators card. Usual price is $29, but it's been $25 for the last little while. It's now dropped down to $19.99 as a red tag sale event
http://www.theoperatorcard.ca/index.php?event
This card will become mandatory as of Sept 2009 for anyone driving a boat (it's already mandatory for people on jetskis). This site is great because after passing the exam, they send you two cards (one as a spare) which is amazing as I'm always misplacing mine. I've used this site before to get my card and so have some friends so it's a pretty great deal

do they expire?
Nope, no expiry on the license. You just need to pass the exam (which is proctored by anyone you know). I suggest that everyone get this card this year before it becomes mandatory in Sept (end of the season for most folks). I saw quite a few OPP out on the waterways last year checking jetskis for their license and writing big fines for those that didn't have them. Also this is Canada wide since boat licensing is a federal responsibility.

Not sure if the link will work (http://www.tc.gc.ca/marinesafety/debs/obs/courses/pcoc/menu.htm) but they are listed on Transport Canada's 'Accredited Course Providers'

FYI, it sounds like many people that operate boats do need this right now too http://www.redcross.ca/article.asp?id=15182&tid=024 (not just jet skis; any motorized boat under 4m (13 feet)). After Sept 2009, it includes boats over 4M as well.
What is a Pleasure Craft?
Anyone who drives a motorized Pleasure Craft under 4 metres in length must carry a Pleasure Craft Operator Card. To give Canadians time to adapt to the new regulations, Transport Canada is implementing the new law in phases:
September 15, 1999 - Now in effect
All operators born after April 1, 1983.
September 15, 2002 - Now in effect
All operators of power driven pleasure craft under 4m, includes PWCs.
September 15, 2009
All operators of power driven pleasure craft.
Pleasure Craft
Examples of pleasure craft:
* Powerboats
* Personal watercraft (PWC) – i.e. Jet Ski
* Canoes and kayaks
* Sailboats or sailboards
* Airboats
* Hovercraft (Air cushion vehicles, ACV)
If your water craft is fitted with a motor (whether it is turned on or not) you must have a Pleasure Card Operator Card.

I think this is the official one actually... I have seen some others, resellers, where you pay for umpteen pins, then redistribute them you become the proctor and can charge a little more to make a profit, that one seemed shady to me.

There are no 'official' ones, this is like 'Drive Clean' for cars, government puts out the regs and then private companies apply to be allowed to provide the service. (IMHO, this is just a money grab. In theory it's a good idea but in practice the implementation is basically useless, it won't make it any safer, it is mostly not enforced and the honest / safe drivers are the ones that shell out more in the end).

How difficult is the boat exam?
I studied for the exam a few years back - and still got a couple of questions wrong when I wrote the (multiple choice) test at a community centre.
Then at a boat show my 14 year old son took the 'challenge exam' - without ever having read anything - and got 100%. To me this boating card thing is a big farce.
IMHO they should have you go out in a boat and demonstrate to an examiner that you know how to operate it safely - like you do for a drivers test.
So to make the authorities happy - go to a boat show - take the challenge exam, pay your money - and presto!! - you will get your 'card'. You will not be one bit 'safer' operating your boat but you will keep the authorities off your back.
Of course, if you are renting a boat you don't have to get the card. All you need is basic instruction from the rental company - something like "the pointy end goes forward".
As an aside - did you know that you are supposed to carry your boat registration form (Pleasure Craft Licence) with you? I did not think so. That is the slip of paper issued by Transport Canada for the letters that are stuck to the front sides of your boat. Fortunately the official types running around asking for 'papers please' don't seem to know (yet) of this requirement.
From:
http://www.servicecanada.gc.ca/eng/sc/boats/index.shtml
The pleasure craft licence is free of charge, and you can transfer it to any subsequent owner of the vessel. You must carry the licence on board your vessel at all times.

Care to make a bet that the tests are different? Or are you just another ****** who spouts off all kinds of 'knowledge' on the internet. Why don't you keep your sage advice to youself if you haven't actually TRIED this multiple times. I can tell you for a fact, either the test is the same every time, or I just hit the 5th standard deviation.
And as for your comment about cheating. If you, for some odd reason, derive some weird pleasure from working your way through a ******** test that a 14 year old can pass without studying, don't let me stop you. If however, you are bright enough to recognize this for the tax grab it is, and have better things to do with your time, then type in the above answers and get back to your life.

A-fricken-men!!!
I don't know if an actual on-water test is needed, but everyone should at least be required to take an afternoon course for some basics....IE what the red/green are for or who has right-of-way in a channel...
Way too many idiots on the water that have no clue!!!

I have done this test about 10 times now for people I know, nominated as the tester and they were not always the same. Maybe they are now , things change.
Yes tax grab I agree , but there needs to be some form of licencing for boaters, I see too many close calls every year by idiots that dont know what they are doing on the water.
And I would bet money on it as easy as these tests are many people would fail with out studying for it, even people who have been boating for years.

B/C when you are polite, thank the OP, and contribute something that may be useful to some, and not useful to others, the FIRST thing you get is criticism from someone... in the form of:
"If you have to cheat to do this test you are an idiot and should not be on the water behind the wheel of a boat".
If it doesn't help you or apply to you, why in the world would you criticize someone who is trying to help people save time and money. Obviously some people get use out of it, if you aren't among those people, why even comment?
"If you have to cheat to do this test you are an idiot and should not be on the water behind the wheel of a boat"
Was meant for the people that would use your answers to pass. I mean really this test is not hard, but people should study to pass it, I think that is the point of the test to get people to think a little , there are many boaters on the water that don't even know who has right-a-way.

I can vouch for this website (that's why I posted it) as I got my card from there and so did a few friends of mine. The test is not the same as the questions are taken from a set and cycled (as much as you can cycle multiple choice questions).
In general, this is not really a tax grab since it's only $20 for life. Can't imagine that many people getting boat licenses and there are so many other places for the government to make money (how does the drive clean program sound?)
Also there are quite a few items that boaters need to understand like the marker system (Red Right Return) and required equipment depending on size of boat (if you don't have it, you will get a ticket when stopped). There are also some great parts on how to bring a boat into dock depending on wind direction and current etc.
The other big plus for this site is that you get 2 (TWO!) cards so if you lose one, you don't have to pay for a replacement card. 1 card is pretty much status quo for everyone out there including those boat show places which charge $50 per sitting.
As an aside, you can take this tests as many times as necessary to pass it.

Why would you want more than one pin?
Boat exam is not that bad as you can study as much or as little as you want. Everything is multiple choice and the exams differ from company to company. Personally I would like the place that forces you to learn a little more rather than a little less. It's only for your benefit.
Also you need one license per operator so if you and your buddies or wife, all want to drive the boat, then you would need one pin each to access the site, get the materials and take the exam

So which one is it? A tax grab or a transfer of money to private corporations? Wanna know was a true tax grab is? Income Tax, also GST and PST. $20 for life to get a course offered by a company so you get the privilege to operate a boat is hardly a tax grab. If you don't like it, don't get one and enjoy the $109 fine if they catch you. Also you can cheat all you want on this, chances are the only one that suffers from ignorance will be you but whatever floats your boat.

Yes, as per Transport Canada web site......
Who is required to have proof of competency?
Anyone born after April 1, 1983 who operates a pleasure craft fitted with a motor, and all operators of pleasure craft fitted with a motor and less than four meters (13.12 feet) in length, are now required to have proof of competency on board at all times. As of September 15, 2009, all other persons who operate pleasure craft of any size fitted with a motor will have to carry proof of competency.

Does the test have a timer or else?

No timer on the test. But it is suggested that you finish within 1 hour.

The link in the beginning for 2 cards for $20 is still working.
But it says INSTANT RE-TESTING REPLACEMENT PURCHASE
Is this okay for first time testers?

False. I tried to rent a boat yesterday and was denied since I did not have a boater's card.
BTW, thanks OP for the link. I winged it earlier today and got my temp card.
Who can you rent a boat from and how are the rates?
I have searched online for boat rentals for Burlington/Oakville/Mississauga/Toronto and came up short...

I love it when people assert something that is absolutely wrong. It may be the policy of that particular place, but the law says you don't need one right now to rent. All you have to do is a pre-rental checklist with the renter. They discuss the local waterway with you and go over some basics. I rented lots up until getting this license (earlier this summer).

If you have to ask that question, you likely shouldn't be renting. I'll answer it anyways though (boating is one of those things best NOT self taught, but it's up to you). Just about any boat launch/marina rents boats on lakes. We're talking 12'-16' aluminum types with outboards here though.

Law's vs policies are always the interesting discussions in any area. Just like there is no law that states you do have to show ID to get a refund but CT won't accept them without your ID. Also just like the $0.05 fee for bags that Toronto introduced for all retailers that have somehow permeated the rest of the province.

Same day!
You give them your Administrator's name (a friend) and email and they send your Administrator the test. Everything can be done in one day if you plan it that way. Test is easy.... common sense prevails.

btw, has anyone used the first link to buy $20 recently? Would it still work as I have to let my friends know about this.
Thanks.

Just did the test, there were a few questions with answers I disagree with. Who creates the test questions? The bad questions cost me a few marks, but I still passed.

Dont know if this is a scam to get more business, but just got an email from the first company link that said they will not be sending out duplicate back up cards after August 15th orders, but all orders before then with receive their 2nd card.
So if this is true, and you want an Operators card, act fast so you can get your extra card!

I took the test yesterday at Bass Pro (for free) just to see if i could pass it without studying. I got 83% and completed it in about 20 minutes. They charge $60 for the card once you pass!!!. I just walked away after I got my results. ;)
Now i know i can pass it and will take the test here for a fraction of the price. lol

Wow! I just got my card and, seriously, what a joke! I sure as hell won't feel any safer on the water even if every boat operator has their card. You need nothing more than simple common sense to pass this test. I have to agree with many people here who think this is nothing more than a cash grab.

+1. I definitely do not feel safer. This is another money grab from the gov't.
btw, after you passed the test the turnaround for receiving the 2 cards are around 2 weeks or less.

St. John Ambulance Canada is an authorised boating safety training and testing agent of freecourse.ca The price is 25.00 for an operator card. Not to bad in comparison to other online prices.Replacement card is 12.50 Also great info on this site for practice questions & answers. The material is easy to study as all relevant exam info is typed in bold.

Their website is down so I'd probably go with the www.freecourse.ca suggestion. Unfortunately they do not yet offer online testing but you can get your card in other ways...
