Do you guys know if you can still use your CIBC LOC for bill payments? And is there a maximum amount of surplus you can have within the LOC?

Yes.
I don't aware of a maximum. I expect you can at least put a 5 digits into it. Anything should be okay for short term anyway and it does not make sense to keep something large for long term.
