Hi

I was wondering if there are any laws preventing me from using these lights shown below as security lights while the car is not moving? Thanks!

no law against it
your car can have whatever lights you want on it while on private property and not in motion

i use something similar on my car... cops don't even know its there unless the alarm is armed

you can always buy one of those dollarama blinking lights to put on the dash/console to make it look like you have a security system.

When the car is not running and not being driven you could probably have a laser light show if you wanted, lol. Don't worry about the alarm LEDs, you're fine.
