I don't actually follow the market price on 1TB or 1.5TB drive since I picked up mine but I think it's somewhat a warm deal :)

They are slightly different drives, just hear me out. The one that's on sale for 89.99 has 32mb cache (WD10EADS). The refurbed one is 84.99 and lists as 16mb cache (WD10EACS). However, that refurbed one also shows WD10EAVS which is 8mb cache.
Now the 16mb and 32mb are currently listed in WD's site, and I believe the 8mb has been replaced by the 16mb as I found specs for the 8mb version also. As far as performance differences go, there are practically none, just look up the reviews. The higher cache is just more for marketing than anything.

Filtech computers has these same drives at their store at Spadina/College. I always like buying in person myself, does CTY have a retail outlet?

LOL Isn't CTY practically next door to Filtech??? I go to the Richmond hill store, but I think it is one of the many stores down at Spadina/College.

Looks like there is only the Richmond Hill location according to their web site.

The refurbished drive (WD10EACS) is the older 4-platter design. The drive on sale for $90 is the NEW version (WD10EADS) released last October, with the newer 3-platter design - similar to the caviar Black. The new version also features more cache. The 3-platter design will result in slightly less power consumption over a 4 platter design and faster seek times.
Avoiding the newer WD10EADS because you encounter older WD10EACS refurbs in the market is not logical, both because they are different designs, and because the older WD10EACS has been in circulation much longer.
NOTE: There are reports that the most recently manufactured WD10EACS are 3-platter desings as well, so they may be on par power-consumption wise with the WD10EADS. It is likely that the refurbed WD10EACS at CTY are the older 4-platter models...Not sure why WD would be selling both models concurrently though as only difference is 16 vs 32 mb cache?

Filtech's drive only has 8meg buffer, whereas CTY's is 32meg. And, yes CTY does have a retail store. Personally I haven't bought anything from them since they closed their College St. store (used to be next to CC).

will this drive be powered off by WDTV? or it will continue spinning?

no this is a 7200 rpm.
WD GREEN POWER WD10EADS is the new 32mb/7200 RPM.
the older green power ( 16mb or 8 mb ) (WD10EAVS for exemple) are 5400 rpm.
i might be wrong, but i think that this is a 7200 RPM drive. how ever, shipping + taxes kill the deal

It actually spins at a variable speed between 5400rpm to 7200rpm. This is mentioned nowhere on WD official documents, but reported by many hardware test sites.
And also, the 500GB/platter ones are out, but it is very difficult to pick them among the others.

this drive spins a 5400rpm +/- 300rpm depending on what speed its set at when its rolled off the WD assembly line. it could be 5200rpm or 5300rpm or 5600rpm.
and no, this is not variable.

Here's the conclusion part of a review comparing the WD Black and the WD Green drives (go to previous pages for actual performance details).
http://www.thetechlounge.com/article/597-4/1TB-Hard-Drive-Roundup-Update/
-> WD Black - great performance, runs hot and with some noticeable noise.
-> WD Green - reasonable performance, runs quiet and cool
"...the WD Green drive would be my drive of choice for low noise, low heat applications."

7200 vs 5400 is the least to worry about. For achiving use, any of these newer ones are good and about the same. I am actually amazed at how much cooler and quieter they run compare to their -AAKS drives which I have a few. The -AAKS used to be 'THE' budget drive to get but the drives can run so hot (in tight quarters) it's not even funny.
I got 4 TB drives within the last month and I am happy with all of them

5400-7200 variable rpm has been mentioned in some sites but the reality is, WD markets these drives as 5400-7200rpm "class". It would make little sense for an eco-friendy drive to have variable spin speeds. Ramping up the speed all the time would chew up a lot more power than a static rotational speed.
Don't take my word for it though. Check Silent PC Review of the 2TB version (http://www.silentpcreview.com/article927-page3.html) where they measured the drive to be spinning at 5400rpm, the same speed they say that all other Green Power drives they have tested spin at. Also check Storage Review (http://www.storagereview.com/1000.sr?page=0%2C1) for a good explanation and more confirmation that these drives spin at 5400rpm. Maybe at some point WD will raise the rotational speed but it doesn't make too much sense considering the market they are targeting. If you want fast, get the Black.
As for the platter size, yes there is a new version of the 1TB drive with model number WD10EADS-00M2B0 that reportedly has 2x500GB platters instead of the older 3x333GB setup. With any luck, I should be receiving one of these drives tomorrow from NCIX.

Filtech has the 32MB WD10EADS as well, but it's $99.99. As Azenha says, Filtech's $89.99 deal is for the 8MB WD10EAVS, so the CTY deal is hotter.
