Is there suppose to be an electrical outlet and water pipe setup from the builder for the dishwasher space?

I went to the house yesterday and all i see is a box to put the dishwasher in but there is no electrical outlet or water pipe.

Or I have to pay someone after closing to have this done? I would think it standard like the stove having an electrical panel.

You can tap into the sink's intake and outake lines.

As for electrical, it's usually a 240v line, which would of been thoughtful by the builder to put in, I don't know if they are obligated. Complain politely to them, see if the line is behind a wall, ready to be accessed by an electrician, or if the electrician will have to pass a line from the circuit box, which would be costlier.

The rough-in dishwashers I've seen usually only have a drain connection and a water connection under the kitchen sink. You run your own flexible water line and drain line from under the sink to the dishwater.

Usually a dishwasher is hardwired to the electrical breaker panel, so there's no electrical outlet provided as part of the rough in.

My builder provided a tap off the hotwater line to the sink, a tee into the drain and a 14/3 line run somewhere in the basement below the vicinity of the dishwasher to the panel and a circuit breaker (but the hot was not connected). Typically a diswasher needs a dedicated 120V line, not 240V.
