No they can't, I've checked computing services at my uni and they have nothing like that.

Unless you're talkin of download a full .iso which you don't need a uni for.

Cough* Microsoft has even encouraged students to "Borrow" ;) there schools copies of MS Office.

Now the question is..can you buy student windows 7 from digital river AND buy a student copy from MSFT?
