The phone has Nokia Maps, so the maps will be preloaded and the built in GPS. You can change the settings on the GPS to only use the chip and not data.
So in short, yes you can use the GPS.
(I did that on my N95 for a year without a data plan)

can you expand on how you actually was able to use the GPS? I've been trying to use it and it seems to work (give directions) but after a few seconds it would prompt to go online. Even I select to go online the navigation stops but the GPS would still be running, I mean shows your location but the voice prompt and the blue direction telling you your destination is gone. I have to go to history and select destination and then drive to.
Thanks.

my n95 did this also, it was quite annoying as all the newer nokia's have free nav license with ovi maps 3. i thought this would also have it, but i guess not. Anyways i have moved on from the n95 and am waiting for the n8

GPS in and of itself is a free service, all it is is a device capable of talking with American satelites (courtesy of the American taxpayer). You might remember when standalone GPSs first came out (like for adventuerers) they were sold comitment free, just like a MP3 player or other gadget. However, some phones with GPSs tie other services which do use data into their navigation experiance, ie google maps, where you will be charged (by rogers or whoever) for downloading maps on the fly.

Using the built-in gps with the built-in nokia maps does not cost you extra money. You would need to use data in one of two situations:
1. You use google maps
2. You use the A-gps to get faster (and more accurate?) location locks
If you don't want to use any data, I would advise you to use the built-in nokia maps and disable the assisted gps.
