No.
Each car must have different a primary driver if there are enough drivers under one houshold.
You would have ot be primary for one and your brother primary for another.
If you want to be primary for both, you might be able to sign a waiver stating your brother will not drive ANY of the cars at all. I had to do that before to separate myself from my parents inurance policy under the same household.
