wait, so since i'd need a dry loop connection and would need to pay an additional 10 bucks, so say I would buy acanac and then tsi, so would acanac run off dryloop and then tsi be wet?

you only pay a dryloop fee if you have no active home telephone service number active on the line.
if you have telephone service right now with any carrier. you are fine. but if you choose to get a second dsl line you will be charged anywhere from 8 to 11 dollars for dryloop at any isp other then sympatico.
so to make it simple in cave man talk....
I DO have local phone service number that is NOT VOIP or ROGERS DIGITAL HOME PHONE(or any other cable company phone) = no fee

is it digitial home phone or home phone over copper?
digital is when they supplies you with a voip adapter and has coax cable input and then has a jack for a phone on the back as well.. looks like a cable modem.
home phone is the good old copper line service. rogers still offers this service ever since they acquired sprint canadas telephone network.
if you have rogers oldschool copper service you will have to call rogers home phone customer support and ask them for your circuit number # also known as your CLK#. the tech support dept for home phone will know what this is.

I beat the throttling by using "encryption" settings on Azureus for torrents. Helps quite a bit.
