Before buying a Gift Card - Read first!

Does anyone know if its NORMAL for a store to suddenly flag or freeze large gift cards after they are being used?

A friend of mine purchased a $600 card from one of the department stores, used half one time and then tried to use it again. The second time, the card was flagged and couldn't be used until it was released. He was told that its normal and it happens randomly for security reasons.

Any thoughts of whether thats normal or sounds like the card was purcahsed with a stolen credit card?
