According to their terms you qualify if you are an existing customer with three services from bell: internet, tv and phone you qualify for this promotion.
(5) $0 rental of HD PVR based on monthly discount available to new and
existing Bell TV residential subscribers with continued subscription to three eligible Bell services (see bell.ca/bundle for details); $13.86 discount will appear as a credit on monthly Bell TV invoice. Rental term is month to month. If you rent receiver without default for 36 consecutive months, you may choose to take title to and own the receiver by notifying Bell TV within 30 days of receiving your 36th rental invoice. If you choose not to take title to the receiver, you must return the receiver to Bell TV within 30 days or pay a non-return fee. You may terminate your rental at any time. No hardware termination fees when you end your monthly rental and return the receiver (however, early termination fees may apply to the Bell TV Satellite programming portion of your account); if you fail to return the receiver when you cancel your rental you must pay a non-return fee. Receiver warranty up to 39 months.
They took out the existing customer from the condition. They're screwing the existing customers.

You're thinking of the USB port on the PVR and using an external drive to expand the PVR's recording capacity - I agree, from what I've read, that those recordings are DRM'd and hard or impossible to read other than back through the PVR.
I'm talking about the USB port on the modem/router (maybe only on some versions, e.g. only distributed with the higher-speed FIBE internet packages?) that you can attach a hard drive to and use as an NAS for your home computer network - it's not part of the TV part of FIBE.
I can read the files I put on that drive just fine when accessing them via my windows machine directly, just not when I try to get the plex server on my windows machine to send the file contents to my plex client on my apple tv 2. This could be entirely a plex issue, not a bell connection hub issue, but I thought I'd ask if anyone has had - and solved - any similar issues with using the 'FIBE NAS'.

I suggest you ask your question on the Digital Home forum for Bell Fibe TV. There are some very knowledgeable people on this forum.

3 year old thread?
I searched FIBE TV and found this three year old thread in the top ten?
I also found some review saying there are no homes getting Fibe directly? That is totally wrong.
Besides, if you can get a decent signal on a coat hanger, who says you can't get a GREAT signal connected to hundreds of MILLIONS of dollars worth of Fibre Optic bundles vs. the antiquated cable system.
Tens of thousands of people have signed up for "Fibe"since the last post was written.
Similar systems exist in B.C. and in the states. Bravo to Bell for being 1st in Canada. Will somebody please call them and ask how many thousand lucky people get FTTH. That would be awesome. Meantime, hook me up anyway that works!!! Good riddance cable with your lying ads.

Anyone know of current Fibe deals?
I was interested in TV +/- internet and there's no discounts at all, except for the first 6 months if you also subscribe to Home Phone, which I do not want. You also can't get TV only without subscribing to their internet. I'd basically be paying an extra $60/month for their basic HD package with slower internet speeds and reduced upload/download caps vs. what I have now...

Not sure if anyone has been talking about this already, but any word on when Fibe TV will be available in Ottawa? You'd think it would be available by now, I already have fibe internet, and waiting for the TV but I don't know how much longer I can hold out, I may just get Rogers.

got flyer on door from FibeTV.called 416-xxx-xxxx and guy answered then transferred me later to another guy.$55 including everything ,free installation "cos of Bundle" he promised(including BBC,Food,Fairchild).Given order number.
Called back next day to confirm with Bell, differnet story, installation not free, other channels not included. So cancelled the order.Waste of time.
Why does Bell employ these telemarketers that promise everything and want to give you a surprise bill later down the road, particularly if you're in direct debit(Bank) situation with them ,it would have been a nightmare to challenge their billing later.

This thread has really died down since being moved here.
