We just moved to a new house, the guy sent from bell setup our telephone connection with an on-the-ground line which go through my neighbour's property. My question is: if someone cut the line, whose resposibility to repair it, Bell or myself? I know that those telephone, TV should have be pre-wrid underground, but the guy said he cannot find the line so he has to connect it using a new line which has to be on the ground.

And, is this the right way to setup my home phone or should I call bell to complain it? As I never saw this kind of connection before

It is not unusual for the cable to be left exposed until spring when it can be properly buried, for telephone or cable.

Bell is responsible for the cabling up to the demarcation point on the side of your house. From that point is it your responsibility.

As you point out, the prewired underground cable can not be found, but may be non functional or was damaged during construction, so a new working cable was required.

Thanks, should I call Bell to bury the cable when the snow is melt? or they will send someone to do it. As you said, my neighbour 's house is under construction and It is very likely the builder will cut off the line carelessly.

Generally bell will send someone out themselves, but it may be prudent to call them if it's not buried by the end of june.

Bell is generally much better than Rogers locally for cleaning up these exposed cables. Homeowner's have to chase the cable company to come back, and then they bury the cable just under the sod. Do a little gardening in the front yard, and a shovel easily cuts the shallow cable.

I'm a bell technician, you shouldnt have to pay if someone cut the cable, at least if the technician is cool about it. But if going by the book we normaly have to bill the person who cut the cable (but I did it on some occasion and it takes so much time to do that I'm never doing it!)

Wait until it's june and if nobody came over to bury it just call and a technician will be there within 24h to report it!

I would absolutely like to work in a neighborhood like yours with cable that are going straight to houses!

for your particular case it also depend how the technician closed the job, maybe he reported the cable going straight to the house bad, so a cable repair will come over to repair it and the cable that run from the neighbor is a temporary thing. Maybe it's definitive and they will have to bury it (wich I would be a little bit surprised but I never worked on those type installations because there are none within 500km of me).

Is the cable coming from the neighboor's house white or black? if it's a small white interior cable thats surely temporary.
