Bell's Call Answer & Call Display
I'm going to apply for Bell's Call Answer & Call Display now. Their regular prices are:
Call Answer .... $7.00 /month
Call Display .... $8.00 /month
Is there a way of getting them for a lower price?

Switch local phone companies. Rogers' (aka Sprint) charges $29.95 with 1 feature, $33.95 with 2 features for local service. If you are in Quebec, you can get a cheap package from Videotron, as low as $21.95 for 2 features. Of you can go the VOIP way which may even be cheaper.

Bell's new digital phone
Bell has a new digital phone - like an enhanced Voip. It's about $40 a month now. If your two features are going to cost you the same, maybe get the digital one instead. It has all the available features included.

I live in Kingston Ontario so I don't really have a choice but to stick with Bell

Bell's new digital phone
So I looked at it again, for myself. Roughly, your bill is going to be
base: 24
two features : 15
networking fee: 3
about $42 a month
For $43 a month, you ask for the digital phone and it has the two features you want plus call forwarding plus, voicemail to email, do not disturb, block 10 numbers etc. Plus you get to keep your number if you move.
So I would ask the bell rep for the digital phone.
I'm bundled with them, internet, phone, TV, so I get about $20 off a month altogether. $10 is for the bundle and the other 10, I'm not sure why it's deducted. But I'm happy.
