Lucky Mobile and Public Mobile have 4.5GB of data (and unlimited Canada-wide voice and text) for $40/month on prepaid plans. The extra 0.5GB is a bonus for using auto-pay. They compete almost exactly on price and features, including using a throttled LTE connection (advertised as 3G speed), and no throttling if you actually use their 3G networks. But this makes no difference to the vast majority of users.

Lucky Mobile has the distinction of having unlimited low-speed data after the normal high-speed allotment is done. So if you don't actually need data that is fast enough to stream video, you could subscribe their 1GB plan for $25/month and just carry on.

Lucky is a 3rd-tier brand owned by Bell. Public Mobile is a 3rd tier brand owned by Telus. Each one has limited support.

I believe Public Mobile does not have international Roaming (Except USA).

I need international roaming to receive SMS (OTP) and also missed call logs

Lucky Mobile won't be able to Roam outside of Canada at all. Only in Canada.

Try Freedom Mobile for a few days If it works for you.
