I've got a mint HP 417 5.0 megapixels 3x optical camera that can be yours for $135. I used it for few days, got few other camera and have been saving money for a SLR.
Works perfect and a very decent camera for the price. Still under warranty. 10/10 condition.

My budget is under $200, 3+ megapixels would be fine, and screen size is not very important to me. Also the pictures are mainly for PC use.

Yeah, there are tons of options for something in that range... another factor that may help is your preferred media type (SD, CF, XD, ETC) ??
If may help if you are already using SD for your mp3 player or MS Pro for your PSP to have the same media cards.
If you are using SD or don't care about cards, then any Canon's would be your best bet for photo quality and ease of use. Any one of the A-series would be good for basic photo at a good price or the more expensive SD for a compact size. I would try to get something closer to 5-6 MP however. I think, once you have a camera and start taking good pictures, you would begin to want to print them out for yourself or friends.
