You should check out Distributel and Teksavvy. I think those are the most recommended ISP's on RFD for GTA.

I've been with Velcom since they started. I had there DSL services at first then I switched to the Cable services and haven't had any issues with them at all. I'd rather go with the smaller company than the larger one (Teksavvy).

I have Teksavvy for DSL, however I am in Cogeco territory for cable and Teksavvy isn't here. Start.ca has an agreement with both Rogers and Cogeco and although I am not with them, I am strongly considering it. They appear to have top notch customer service and their pricing and cap are similar to Teksavvy.

I have a similar question for West-coast, namely Victoria/Vancouver Island.
Right now I'm looking at Telus, they're offering $30/month for 6 months for 25/1.5 and a 500gb cap.
Distributel is close second(25/2 for $50, no cap), but I don't think I'll be going over 500gb to begin (even though I cam a heavy user) with and the $20 difference adds up over 6 months.
It sounds like Telus has also gotten their act together recently with their Optik push.

Moving to Toronto in September, got a condo downtown. Condo building is wired with a fibre optic network. How could I best utilize this? Ie, can I do anything with Teksavvy?

I've been with Velcom twice, the one thing I hate about them is they never cancel your service properly. They always continue to bill you months after you cancelled unless you call them again after you recieve another bill. The second time I was with them I think I had to call them 3 times after I cancelled because they were continuing to bill me for cancelled service.
As for differences between different providers, I found that there wasn't huge differences between the smaller ISPs in terms of speeds. I much prefer cable over DSL though. DSL is very spotty and if you are in an area close to power lines or something, you get capped at a pathetically low speed.

Distributel.
$62 a month, including modem rental and taxes, for 28mbps down and 1 up, and no cap (unlimited). Just this month I've downloaded almost 250 gb. Coming from Rogers, it feels like true freedom, not having to worry about caps or contracts!
