My lips were always dry and peeling, I tried all kinds of different balms reccomended to me by everyone from my family, friends, co-workers to beauty magazines. I tried Vaseline, Rosebud Salve, Burt's Bees, Chapstick, various natural products like pure shea butter, pure vitamin E, etc... But the only one I've found works for me personally, is EOS. When I use it regularly it stops my lips from peeling completely. I think ultimately you have to find your own formulation that works best for you, but it helps to have some direction from others. I definitely reccomend EOS, with Burt's Bees as another "must-try" to see if it works for you. If you use those long-lasting lipsticks, I'd also reccomend using a sugar lip scrub to scrub all the residue off of your lips, and give them a smooth even surface.

I have extremely dry lips that I have to apply like every hour or two. Not applying will result in cracks that usually bring cold sores or reddish rashes around the perimeter of the whole lip that last for MONTHS. I have found that the cheap minty stuff will actually irritate my lips. Avoid anything ultra minty. I usually choose the "medicated" ones. I've had luck so far with the mediated Blistex, the medicated Polysporin, Carmex and surprisingly, the Yves Rocher ones (the Grape seed one seems to be pretty good). This doesn't mean that I have to apply less, but these three have so far not irritated my lips. My doctor also prescribed some stuff for red rashes which are very effect, if any of you suffer from that.

I recently bought an EOS lip balm from Shoppers Drug Mart. It's around 5 bucks. Really worth it and it gets the job done! It's moisturizing/conditioning. Check it out!

I'd recommend Burts Bees as well, goes on nice and minty and smooth but will really hydrate your lips. As someone mentioned you should exfoliate to remove the dead cells, it'll make you look and feel alot better and promote healing faster. My mom got me an exfoliant called SwissTec Lipfoliant, it works amazing!
