maybe ti4xxx or something. I suggest in saving more money in case you want to play new games because for $100 it will probably last 1-2 years and then you have to change it again.

i am looking for a video card for less than $100 that can run CS 1.6 and watch and author dvd movies

I bought the ati 9550 and I don't have any complaints about it.

the reason i don't want to spend too much is that i bought a sapphired 9600xt off a fellow RFDer and it died on me the other day and i realize i don't play enought pc games too make worth of it. the only thing i do play is cs 1.6 and thats only once in a while

Ti4200/4400/4600 is worth it. Great cards, and work well in CS.
