How do I open a BIN file? What programs can I use to open it?

you either:

burn the file using cdwriting software (i.e. cdrwin)

mount the file using a virtual drive like Daemoon tools.

you can also do a google searching like "bin extension noobie"

Nero can burn bin files.

One more thing you need both files *.bin and *.cue, without the cue file you can burn the information.
