Been waiting for over 2 weeks for the BMO WE AirMiles card to be delivered after I was approved. BMO Support told me it was shipped the week ending January 25th but still no card here. Not very impressed so far.

Every AMEX card I've been approved for was delivered within 5 days.

I have both of them and couldn't get the discounted rate of the BMO AM WE, tried on a couple of different occasions. I wasn't looking at the companion fare so didn't ask about that. The reserve card is $299 but comes with lounge passes and 2400 air miles. If you use a referral you can get 3000 air miles instead of 2400 ($3000 spend in 3 months) which pretty much covers the annual fee for the card.

I had looked at the AMEX Reserve card before but I wasn't aware of how redemption on it worked. So basically they're offering you a fixed redemption rate of about 13 CPM. Can you book with any airline?

The challenge with AMEX Air Miles Reserve Credit Card is the Annual fee... at least the BMO AM Elite Card can be cancelled after a year of use...

That't correct 770 miles=$100. You can look at specific airlines ticket prices through the various online booking sites but need to call in to the AIr Miles Concierge to book. The ticket prices are slightly higher as the prices they get is from the airline website rather than an Expedia etc. The choice of airlines is a lot more than what you get on the Air Miles website.

Just as an example the trip that I went on, would have been around 9700 Dream Miles and $700 in taxes/surcharges through the website without the Reserve card.
With the card it was all of my Dream Miles and I had to pay around $20 as the actual trip was a few miles more than the 9700 Dream Miles I had.

Not sure what you mean by the BMO card can be cancelled after a year of use but so can this.
You receive the 3000 Air Miles, if using a referral, 4 lounge passes, a companion ticket of 1700 Airmiles and Onyx Status. All this, the main benefit of Flex Fly, more than covers the Annual fee.
I personally, would not have gone on the trip had it not been for the Reserve card. It was for a High School reunion and getting permission from my significant other was a lot easier as I sold it as a free trip. :-)

so it's okay to use the 15% discount of miles and companion fare together? the companion fare specify cannot combine with any other offers. I was wondering if the <15% off> count as "other offer".

yep.
For example, I book last month 5 tickets YUL-YGR at 1400AM.
-15% for the BMO = 1190AM each tickets.

Then about 3 weeks later, got the companion back (1190 BAM).

You have this info in the term ... you should read them to make sure.
BMO AIR MILES World Elite Mastercard (“Credit Card”) applications must be received between October 2, 2018 and March 31, 2019 (the “Offer Period”)

Existing BMO AIR MILES World Elite Mastercard customers who cancel their card during the “Offer Period” and existing BMO Mastercard customers who transfer into this Credit Card product during the “Offer Period” are not eligible for the Offers.

Last week when I applied online I've been told that they can't approve me based on the info I provided, and I'll be contacted for details in 5-7 working days. No calls, no emails, today I got the paper PIN in the mail, nice job, BMO...

Safe rule of thumb is cancel after 6 months, reapply in another 6.

Did you pay the taxes with your BMO Airmiles card? From the terms it doesn't mention anything about paying with the BMO AirMiles card...
I stupidly paid with my CIBC Visa, and now I fear I won't get my companion points back... =(
