If you have a Sears Clearance Centre nearby try there. They often have a lot of last year's winter stuff on at hugely reduced prices and the quality is pretty good.

Need warm boots for the winter, up to ~$100 but that's flexible depending on how good they are. Any suggestions?

I got a pair of Pacific Trail boots from costco last week (These are really Columbias, check the tongue of the boot and they say they are columbias :-) )
and are rated to -43C
They were 55 bucks plus tax. I thought they were a good deal as they seem as rugged as the Columbias.
