Bought a defective item, buyer won't issue refund.

I bought a Canon BG-E8 Battery Grip from a person named Xiang Zhang off Kijiji. The grip powers up fine, however the dial is not functioning properly.

In the video, the dial is not working neither on the body nor battery grip. The shutter button is fine, as the zoom, preview etc. However when I take the grip off everything is working fine.
I called the seller, and he said that it's not his fault and there's nothing he can do. I know I should've checked, but he says he was in a rush and every item I've bought until this point were working perfectly fine so I felt rest assured. He also has a website up with his cell phone number (which he called me with) and postal code. What are my actions from this point forward? I can easily have a friend of mine arrange a meet up with him and meet him asking for my money back.

It depends on the person, I sold a video camera to one guy through Kijiji and after a few months he called me and said that the video camera is recording in PAL mode instead of NTSC, the one that we use here in North America. So I gave him back the money, it's my fault for not realizing the mode.

Also when I Google mapped that postal code, I managed to find his car on the drive way on Google maps. I am not for sure it's his, but the make and color matches. It's 135 Grenbeck Dr
